The Failure of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from various governments. Immense energy is devoted on containing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from across the border, a ability enabled by current data. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles roared overhead – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The American government assumes that it is impossible to force Russia to relinquish the areas that it presently holds in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through diplomacy or military means, from assuming that the situation will not change more in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until circumstances change in its benefit.

Existing Situation

Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
