'Candy game'
The legal representative, presenting evidence, outlined the criminal behavior to the legal proceedings.
She stated his targets were children from difficult backgrounds who were attending a youth camp which he managed.
The defendant engaged in a "candy game" with the minors, the prosecutor said, in which he would enter the sleeping quarters when they were settling down and ask them to eat sweets "rapidly".
She told the court the man had engaged in this activity with the children "repeatedly", and youngsters had previously become sick the following morning.
She stated the defendant had been capable of justifying this repeatedly as the youngsters being "overwrought by enjoyment", until his stepson had worries in recently.
The prosecutor continued: "In the summer" his family member had worries about the activities, with valid cause.
"They resolved" to have a look in the individual's items."
The prosecutor explained objects including baby oil, petroleum jelly and medical needles were found, and his stepchild notified the police about his concerns.
She said the man proceeded to play the "candy game" with six children that night - that Saturday - and they were everyone unwell the following morning.
"Law enforcement" had not gone out by that time," she added.
The regulatory agency, the Independent Office for Police Conduct, had stated that it was investigating the police response of the events.
Mrs Prior stated the children were struggling to walk due to their condition, so Ruben's stepson notified the law enforcement once more.
She said Ruben then played the "treat game" in a room of five children.
